Bank of Thailand Clarifies Procedures for Unfreezing 'Mule' Accounts

The Bank of Thailand has outlined specific steps for individuals to unfreeze bank accounts flagged as 'mule' accounts, emphasizing that innocent users can regain access through proper verification.

According to a report by Khaosod Online Thailand, the Bank of Thailand (BOT) has addressed the impact of measures taken against so-called 'mule' accounts—accounts suspected of being used for illicit financial activities. Sakkapop Panyanakul, Assistant Governor of the Payment Systems Policy and Financial Consumer Protection Group, acknowledged that some individuals with no criminal intent have been affected by account suspensions.

To mitigate these issues, the BOT is balancing rapid risk containment with streamlined processes for innocent users to regain access. The procedure for unfreezing an account depends on the risk level assigned to it:

  • Black and Dark Grey Accounts: These are high-risk accounts linked to verified criminal complaints. Owners must contact the Anti-Money Laundering Office (AMLO) and the Cyber Crime Investigation Bureau (CCIB) to resolve the status.
  • Light Grey Accounts: These involve reported fraud where no formal police complaint has been filed yet. Owners must contact the specific bank where the account is held to resolve the issue directly.

For residents and travelers, this update is significant as it clarifies that a blanket unfreezing process does not exist; each account must be cleared based on its specific risk category. It remains to be confirmed how long these verification processes will take for individuals who find their accounts unexpectedly restricted while in Thailand.
