Thai Civil Servants May Soon Gain Flexibility in Healthcare Benefits
The Comptroller General's Department is drafting amendments to allow civil servants to choose between their standard benefits and the 'Gold Card' universal healthcare scheme.
According to a report by Khaosod Online, the Comptroller General's Department of Thailand is advancing a draft amendment to the Royal Decree on Medical Welfare for civil servants. Patricia Mongkhonvanit, Director-General of the department, stated that the proposal has completed the public hearing process, with most stakeholders expressing support for the changes.
The proposed amendment aims to provide civil servants with greater flexibility by allowing them to voluntarily choose between their existing civil servant medical benefits and the universal 'Gold Card' healthcare scheme. Additionally, the draft would grant civil servants the authority to decide which family members are covered under their welfare plan, allowing those excluded to opt for other schemes like the Gold Card or Social Security.
For residents and expatriates, this development highlights ongoing efforts to modernize public welfare systems in Thailand. However, it is important to note that these changes are not yet finalized. Furthermore, the department clarified that new regulations regarding medication reimbursement criteria are still under review. Officials emphasized that there is no official implementation date for these new drug reimbursement rules, explicitly denying rumors that they would take effect on January 1, 2027. Further updates are expected as the department continues to consult with medical facilities and relevant stakeholders.
