Thailand Consumer Council Proposes Online Fraud Compensation Fund

The Thailand Consumer Council is advocating for a new compensation fund to assist victims of cybercrime, citing high fraud rates on major platforms.

The Thailand Consumer Council (TCC) is collaborating with government agencies to propose the establishment of an 'Initial Damage Compensation Fund.' This initiative is designed to act as a safety net for individuals affected by cybercrime. According to data cited by Prachachat Business, Facebook has been identified as the primary channel for fraudulent activities over the past five years, accounting for 60% of reported cases. Police statistics indicate that the total number of cybercrime cases has surpassed one million.

The TCC is pushing for a 'Shared Responsibility' principle, which would require digital platforms and financial institutions to be held accountable alongside perpetrators. For residents and travelers in Thailand, this development highlights the ongoing risks associated with online transactions and digital interactions. If implemented, this fund could provide a mechanism for financial recovery for those targeted by scammers.

However, several details remain to be confirmed. The specific funding structure, the criteria for eligibility, and the timeline for legislative approval or implementation by the government have not yet been finalized. Stakeholders are currently in the discussion phase, and it remains unclear how the proposed shared responsibility model will be enforced across international tech platforms and local banking systems.
