Karn Dee alleges that the project failed to include a mandatory 'Integrity Pact' as stipulated in the Terms of Reference (TOR). The organization argues that the absence of this transparency mechanism may have created loopholes, potentially allowing for the artificial inflation of usage statistics. Furthermore, the group has raised concerns that the lack of adherence to the TOR could render the project's contract void.
