The victim, an avid runner, stated that on September 13, she was exercising at the Chachoengsao City Hall running track when she observed a tall, dark-skinned man on a motorcycle wearing a blue sports jersey with the number 17. She reported hearing the man making noises and witnessing him engaging in lewd behavior while partially obscured by his vehicle.
According to the victim, the situation escalated when she returned home. She alleges that the same individual followed her from the running area to her residential building, where he continued his indecent actions. The victim has provided CCTV footage to the authorities as evidence to support her claims.
