The pipeline is licensed to BPT (Bangkok Aviation Fuel Services Pipeline and Logistics) and operated by BFPL (Bangkok Fuel Pipeline and Logistics), a subsidiary of the Bangchak Group. Following the identification of the leak, the Ministry of Energy has mandated that both companies take full responsibility for the damages and adhere to strict repair protocols issued by the Department of Energy Business.
