Recent inspections revealed volatile organic compound (VOC) levels reaching as high as 626 ppm, with lower explosive limit (LEL) readings between 2% and 18% within the drainage pipes. Officials suggest that these elevated readings are likely due to the containment measures currently in place, which have caused oil vapors to accumulate in blocked drainage pits.
