The People's Party claims that these procurements are being facilitated through the 'Innovation Account,' a mechanism that they argue is being utilized to bypass competitive bidding and effectively 'lock' specifications in a manner that remains technically legal. By leveraging this account, the party suggests that local authorities are able to justify inflated costs while adhering to existing procurement regulations.
