On September 3, 2026, Deputy Government Spokesperson Ploy-Talay Laksameesangchan announced that the Ministry of Interior has ordered provincial registrars to urgently identify and document households currently lacking official house registration numbers. This initiative follows a September 1 cabinet approval of the National Disaster Insurance Fund, which aims to streamline and expedite financial aid, recovery, and home repair assistance for citizens affected by disasters.

The Department of Provincial Administration is focusing on two specific categories: dwellings that lack a legal registration number but are permanently occupied, and structures that do not yet meet legal housing standards but serve as regular residences. Provincial authorities have been instructed to collect this data using standardized forms between September 1 and September 15, 2026.

For residents and expatriates, this development is significant as it signals a shift toward a more inclusive disaster relief framework. By formalizing data on previously unregistered dwellings, the government intends to ensure that aid reaches vulnerable populations more effectively. While this survey is currently underway, it remains to be confirmed how the collected data will be integrated into the final payout mechanisms of the National Disaster Insurance Fund and whether this will impact future residency or property documentation requirements for those living in non-standard housing.
