The initiative seeks to train 10 million citizens nationwide to act as initial responders, equipping them with the skills to manage emergencies ranging from individual accidents to large-scale disasters and climate-related crises. By leveraging digital media, local government organizations, and community health volunteers, the committee intends to standardize emergency preparedness in line with international frameworks, such as the Sendai Framework for Disaster Risk Reduction and World Health Organization guidelines.
