Governor Chadchart Sittipunt has mandated increased vigilance among Bangkok’s civil registration staff following concerns over fraudulent parental claims and residency documentation.
On August 27, 2026, Bangkok Governor Chadchart Sittipunt addressed heads of civil registration departments across the city’s 50 districts regarding recent irregularities in registration processes. According to Khaosod Online, the Governor emphasized the need for heightened transparency and caution, specifically citing issues involving fraudulent parental claims—often referred to as 'ghost parents'—and the issuance of pink identification cards for non-Thai residents.
Governor Chadchart noted that while many registration issues stem from systemic complexities rather than direct misconduct by current staff, the evolving nature of fraud requires officials to be more observant and diligent. He encouraged staff to maintain integrity and to thoroughly investigate any suspicious documentation. To standardize procedures, the Bangkok Metropolitan Administration (BMA) plans to introduce a unified form for birth registrations involving cases where one parent is Thai and the other is a foreign national.
