Thai Cabinet Expands Social Security Coverage to Domestic and Agricultural Workers
The Thai Cabinet has approved a draft decree to extend Section 33 social security benefits to domestic workers, gardeners, drivers, and agricultural laborers.
On August 25, 2026, the Thai Cabinet approved a draft royal decree proposed by the Ministry of Labour to expand the scope of Section 33 of the Social Security Act. According to Deputy Government Spokesperson Captain Pattarasmi Thongsaluaykorn, this move aims to provide social security coverage to three previously excluded groups: agricultural and forestry workers, domestic staff (such as housekeepers, gardeners, and drivers), and stall-based retail employees.
This policy change is designed to ensure these workers receive the same benefits as general employees, including support during illness, unemployment, and retirement. The coverage applies to both Thai nationals and foreign workers who possess valid identification and work permits, as well as those granted special permission to work in Thailand.
For residents and expatriates, this development is significant as it formalizes the labor status of many household and service staff, potentially impacting employment contracts and social security contributions. The law is scheduled to take effect 180 days after its publication in the Royal Gazette.
