Thailand Advances 'Four-Tier Waterfall' Framework for Creative Economy
A new government working group is developing a 'Four-Tier Waterfall' strategy to boost Thailand's creative and visitor economy through community-focused initiatives.
On August 18, 2026, Khaosod Online reported that the Thai government is moving forward with a new economic strategy dubbed the 'Four-Tier Waterfall' framework. The initiative, led by Weerasak Kowsurat, Chairman of the Working Group on Creative Economy and Visitor Economy Development, aims to integrate local culture and identity into the national tourism experience to better distribute income to local communities.
During the second meeting of the working group, chaired by Deputy Prime Minister and Minister of Commerce Supajee Suthumpun, officials outlined four key pillars. These include establishing a new operational model, elevating the creative economy to a 'High Value' status that benefits the environment and society, building a stakeholder ecosystem, and identifying priority issues for immediate action. The strategy utilizes a dual-approach metaphor: providing 'fertilizer' to nurture a new ecosystem for creative ideas, and using a 'rake' to clear regulatory obstacles and systemic problems.
For travelers and residents, this initiative suggests a potential shift toward more authentic, community-based tourism experiences that emphasize local identity. However, the specific projects, timelines, and concrete policy changes resulting from this framework remain to be confirmed as the working group continues its deliberations.
