Industrial Site Operations Suspended in Rayong Following Blasting Reports
Thailand’s Minister of Industry has ordered an immediate halt to land development at the WHA ESIE 5 project in Rayong after evidence of unauthorized rock blasting was discovered.
On August 18, 2026, Khaosod Online reported that Varawut Silpa-archa, the Minister of Industry, ordered the Industrial Estate Authority of Thailand (IEAT) to suspend land preparation activities at the WHA Eastern Seaboard 5 (WHA ESIE 5) industrial estate in Ban Khai District, Rayong. This directive follows reports of loud, explosion-like noises and ground vibrations that alarmed local residents on August 13.
On August 17, a joint inspection team—comprising officials from the IEAT, the Rayong Provincial Industry Office, the Department of Primary Industries and Mines, and local representatives—conducted an on-site investigation. The team, which included representatives from the WHA industrial estate and the contractor, Ban Khai Concrete Products Co., Ltd., discovered physical evidence indicating that rock blasting had occurred at the site.
For residents and visitors in the area, this development is significant as it addresses the source of the recent tremors and noise disturbances that caused public concern. The Ministry has mandated that the evidence be analyzed by technical experts to determine if the blasting was conducted in compliance with legal regulations. A formal report is expected within three days. Authorities have emphasized that if the activities are found to be illegal, strict legal action will be taken against the responsible parties. The suspension of work remains in effect while the investigation continues to confirm the exact nature of the operations.
